Summary of Competition

　　中国眼谷作为温州市龙湾区人民政府与温州医科大学附属眼视光医院联合共建的眼健康新型研发机构和产业平台，是目前全国唯一的眼视光产业创新综合体。

As a new eye health research and development institution and industrial platform jointly built by Wenzhou Longwan District People's Government and Wenzhou Medical University Eye Hospital, China Eye Valley is currently the only eye health industry innovation complex in China.

四、参赛资格

IV.Contestants

1、参赛对象年龄应在55周岁以下，具有1项以上发明专利，或具有硕士及以上学位，或具有副高及以上职称，或符合温州市高层次人才分类目录E类及以上条件；

1.Applicants should be under the age of 55, have at least one invention patent, or have a master's degree or above, or have a title of deputy senior high or above, or meet the requirements of Wenzhou High-level Talents Classification Directory E or above.

2、参赛者可以个人或团队的形式参加，且只能申报一个参赛项目，团队成员稳定合作1年以上；

3、参赛项目中所提出的产品或服务，必须是参赛者拥有或经授权使用的发明创造或专利技术，拥有合法知识产权；

4、参赛者应制作完整且具有实施可行性的商业计划书，内容应包括项目技术、市场前景、经营策略、资金需求、团队成员介绍及未来规划等；

七、奖项设置与扶持政策

VII.Awards and Supporting Policies

　　2021中国眼谷第三届创新创业全球挑战赛（以下简称眼谷挑战赛）设一等奖1名、二等奖2名、三等奖3名，眼谷挑战赛中获奖项目可享受眼谷现有政策；对于在眼谷挑战赛中获得一二等奖的项目将推荐参加温州市级赛，在温州市级赛中获奖的项目可同时享受温州市级政策和眼谷现有政策。

2021 Global Challenge Competition, Eye Valley @ China(WYSS2021), there will be 1 first prize, 2 second prize and 3 third prize. The winning project can enjoy the existing policy of China Eye Valley challenge. The projects that win the first and second prize in the China Eye Valley Challenge will be recommended to participate in Wenzhou Municipal Competition. The projects that win the prize in Wenzhou municipal Competition can enjoy the Wenzhou municipal policy and the existing policy of China Eye Valley at the same time.

（一）温州市扶持政策

(I) Supporting policies of Wenzhou

1、大赛奖金。温州市级赛设一等奖、二等奖、三等奖，分别给与30万元、20万元、10万元。奖金分两次发放：在颁奖典礼上兑现50%；剩余50%奖励待办妥落地手续并正式运营后兑现。

1. Grand prize. The first, second and third prize of Wenzhou municipal competition will be given 300,000 yuan, 200,000 yuan and 100,000 yuan respectively. The grand prize is distributed in two installments: 50% at the ceremony; The remaining 50% reward shall be cashed after completion of landing procedures and formal operation.

2、交通补贴。对来温参加总决赛或颁奖典礼的每支项目团队按照欧美地区7000元、亚洲地区3500元，省外2000元，省内市外1000元（均为人民币）的标准给予交通补贴。

2. Transportation subsidies. Each project team that comes to Wenzhou to participate in the final or award ceremony will be given transportation subsidy according to the standard of 7,000 yuan from Europe and America, 3,500 yuan from Asia, 2,000 yuan from outside the province, and 1,000 yuan from inside and outside the province (both RMB).

3、项目资助。对获得落地奖金的一等奖、二等奖、三等奖项目，可申请认定市“领军型人才创业项目”，分别给予不少于600 万元、300 万元、200 万元综合资助，根据落地协议，按创业启动资金、创业发展资助方式兑现。在项目发展期，可申请享受最高1000万元研发投入补助、最高1000万元信用贷款贴息、最高 1000万元贷款担保费补助、最高1000万元风投奖励补贴。

3. Project funding.

For the projects that will win the first prize, the second prize and the third prize, they can apply for recognition as the "leading talent entrepreneurship project" in Wenzhou, and give comprehensive subsidies of no less than 6 million yuan, 3 million yuan and 2 million yuan respectively. The distribution method shall be realized according to the landing agreement and in the form of entrepreneurship start-up capital and entrepreneurship development.

According to the landing agreement, they can be redeemed in accordance with the way of start-up capital and start-up development subsidy. In the development period of the project, you can apply for r&d investment subsidy of up to 10 million yuan, credit loan discount interest of up to 10 million yuan, loan insurance subsidy of up to 10 million yuan, and venture capital incentive subsidy of up to 10 million yuan.

4、人才奖励。优先推荐申报重大人才工程，给予15万元—100万元个人奖励，40万元—100万元购房补贴，符合条件的享受 5—7 折购房优惠和 3 折租房优惠。符合“高水平创新团队”申报条件的，优先予以支持，给予100万元—3000万元建设资助。特别重大的项目，采取“一事一议”的方式扶持。

4. Talent reward. Priority to recommend the application of major talent projects, give 150,000 yuan to 1 million yuan individual reward, 400,000 yuan to 1 million yuan housing subsidies, meet the conditions to enjoy 5-30% discount house purchase and 30% discount rent. Those who meet the application conditions of "high-level innovation team" will be given priority support and will be given construction subsidy of 1 million to 30 million yuan. Especially major projects will be supported on “One Project One Discussion ” basis.

（二）眼谷扶持政策

(2) Supporting policies of China Eye Valley

1、空间支持政策：①根据项目需求提供500-2000㎡孵化使用空间，12万㎡GLP/GMP使用空间；②产品进驻中国眼谷国际博览交易中心；

1. Space support policies: ① According to project requirements, 500-2000㎡ space for incubation and 120,000 ㎡GLP/GMP space will be provided; ② The products are stationed in China Eye Valley International Expo trading Center;

2、技术支持政策：①提供超级眼视光医院临床中心合作；②提供国家药监局眼科疾病医疗器械和药物临床研究与评价重点实验室在产品注册认证上提供支持；

2. Technical support policies: ① Provide cooperation with super eye optometry hospital clinical center; (2) Provide support on product registration certification;

3、财税支持政策：①提供“三免两减半”税收政策；②给予药品创新类项目I、II、III期临床实验分别给予80万、150万、200万一次性奖励；③一类新药项目给予1000万一次性奖励，二类三类给予500万一次性奖励；④给予医疗器械类项目，二类、三类医疗器械每个产品分别给予50万、80万一次性奖励。

3. Fiscal and tax support policies: ① Provide the tax policy :Tax will be exempted for 3 years and halved for 2 years from the profit year; ② A one-time reward of 800,000 yuan, 1.5 million yuan and 2 million yuan for phase I, II and III clinical trials of drug innovation projects ; ③ The first class new drug project will be given a one-time reward of 10 million yuan, the second class and third class will be given a one-time reward of 5 million yuan ; (4) For medical devices, class II and class III medical devices each product will be given a one-time reward of 500,000 yuan and 800,000 yuan respectively.

4、企业服务支持政策：提供一站式企业辅导支持、财税规划咨询、法务咨询、股权咨询、知识产权服务等。

　　中国眼谷计划于2022年之前专项投入2.75亿元，吸纳企业和社会配套资金3亿元，与世界500强企业爱尔康、诺华、强生、依视路、博士伦、艾尔建、目立康集团和国内上市企业、眼科大型企业兴齐眼药、贝瑞基因、爱尔眼科、清大视光等联合打造世界领先水平的眼视光装备、视觉光学、眼用材料、眼科药物和智慧医疗五大科创平台，填补全国眼视光研发体系空白，为支持重大企业发展、高端人才引进，解决眼视光“卡脖子”问题奠定坚实基础。
